Today a user submitted a support request and was very frustrated. She was using Outlook 2003. Every time she attempted to create a new email message, either from scratch or when replying to someone, she received the following error:
This form requires Word as your e-mail editor, but Word is either busy or cannot be found. The form will be opened in the Outlook editor instead. An OLE registration error occurred. The program is not correctly installed. Run setup again for the program.
Here’s the solution:
Shut down Outlook.
Go to Start, then Run. If you don’t have Run on your Start menu, press the Windows key & R together.
Type “regsvr32 c:\windows\system32\ole32.dll” (without the quotes) and hit Ok.
The bad system file should now be re-registered. Create a new email message and make sure the issue is resolved.

I still get the message as before. Outlook appears to download the email, but does not show in read pane. There is message: Message cannot be displayed in the read pane. Open item to view.
Clicking on the email in the Inbox list brings the famous OLE error message.
I have laptop with XP Pro and it came with Office 2007 pre-installed. I installed Office 2003 over the top, but it was sluggish. I uninstalled Office 2007 and all applications are running quick and fine – just this problem with Outlook 2003
Any solutions?
I did this fix and it did not work. I had installed Office 2007 and deleted it and reinstalled office 2003. I am now getting this error. Do you have another suggestion? Thanks.

i have looked at all the blogs and sites trying to find a solution to a similar problem
the computer was fine on Outlook 2003, then it was upgraded to 2007, however not everyone was using it. the programs were removed and Outlook 2003 was re-installed. i am getting the “an OLE registration error occurred. the program is not correctly installed. run setup again for the program”
outlook was removed, re-installed, office pro 2003 was removed and re-installed, still the problem persists when clicking on “reply all” and “send/recieve”.
are there some hidden cache files that need to be cleared?
i have hit my level of frustration, even my IT guy can’t figure this one out

Like many others above the OLE Error in Outlook 2003 was driving me mad and just by copying this path into RUN.exe and clicking OK this fixed my problem with Outlook/Word just like that. You are an Internet Wizard. Cheers

I just managed to fix this problem by doing the following:
– On the Send/Receive button, click the down arrow to get a menu.
– Go to Send/Receive Settings, then Uncheck Make This Folder Available Offline
– Go back to Send/Receive Settings, and Check Make This Folder Available Offline again.

A big thanks for this second tip. It took this to clear the error, and amounts to a simple reset of a toggle. So simple, but so annoying until it was fixed. Thanks.

Now HOW did you figure that out. Fixed the problem for me too. I’m wondering how many people are still installing Office 2007 on top of Office 2003 and then de-installing 2007 afterwards. Well I did it only yesterday, to try and isolate I bug I was getting.

I have the almost same problem, we upgrade from office 2003 to office 2007 and we had to downgrade it again becouse some application we specially use were not compatible so i get a OLE registration erro telling me to reinstall which i did but does not help .

My laptop failed to boot this morning and since I had just done a backup using Ghost 14.0 I decided to do a full restore rather than try to spend a lot of time on the boot error.
After the full restore everything seemed to work OK, except when I hit Send/Receive in Outlook 2003 I get the error: An OLE registration error occurred.
I tried to use your “regsvr32 c:\windows\system32\ole32.dll” (without the quotes) solution suggeted above. It says that the DllRegister Server …. succeeded, but I sit get the problem when I start up Outlook.
Any other suggestions I what I can do? I do not have the Outlook 2003 install disks, as I bought this laptop from my work when I left. They allowed us to buy our laptops but I do not have any of the installation software. That’s why I am always careful to take weekly backups.

I ran into the same problem, ran the registration. Now we only get the problem when the user clicks send/receive.

can you try installing service pack (SP3) for office 2003 if you are running on office 2007 install service pack (SP1) and reboot your computer, then go under send and receive settings, tick or untick the make this folder available off line. close and open out look again and see if it works.

Brett, thou art alive! Thanks!! Total time taken till I got the message “DllRegisterServer in c:\windows\system32\ole.dll succeeded” was not more than 2 minutes and I had spent hours trying to repair / remove / install OL2003 & WORD 2003!!!

Please note: The following problem with outlook 2003 is being detected on some of our PC’s and there seems to be a trend throughout the world but with no solution so far on Microsoft’s knowledge base articles.
The Problem.
1) When opening a new mail message the following error message pops up “Microsoft Word is set to be your e-mail editor. However, Word is unavailable, not installed, or is not the same version as Outlook. The Outlook e-mail editor will be used instead”
E-mail can still be sent but “Spell check” is not functional as MS-Word is no longer the e-mail editor.
Every PC setup is configured to the users specifications and no one install is the same as the next thus making the elimination of the cause so difficult and explains why solutions work for some and not for others. The following suggested solutions to the problem did not resolve the issue.
1) Run ‘Detect and Repair’ within MS-Word and MS-Outlook
2) Re-install Office
3) Update Windows XP with latest service packs
4) Re register OLE DLL’s – Type regsvr32 ole32.dll and click OK
5) Some modifications to the registry.
6) Delete ‘normal.doc’ in word and let word recreate it.
7) Restart Outlook as it may have entered into ‘safe mode’
8) This one seemed to work for about 5 minutes: Create a file named Register.bat, and then place the file in the WindowsDirectory\System32\ folder on your computer. Add the following line to the BAT file: for %%v in ( *.dll ) do regsvr32 /s %%v Run the BAT file.
The OLE re registration on my two PC’s don’t work.. I am now thinking of reinstall of Windows XP Pro and Office 2003

Hi I have a problem with my microsoft office outlook 2003.
The problem is out of the 4 users only one has the outlook 2003 displayed on desktop and so has he the start menu access to the outlook office 2003 while the rest have the rest of the office apart from the outlook 2003.
What can be the cause;
I have reinstalled the CD, repaired it, unstall it and reloaded it, reloaded the new patches
but nothing seems to work to get the ICON to the other users

I had the same problem which is error message shows upon click send/receive, and I solved it by doing the following steps:
1. click the the down arrow beside send/receive
2. click send/receive settings then choose define send/receive group
3. double click the default item
4. make sure you tick the ckech box “include the selected account in this group”
5. Ok all the way out
6. fixed

thanks for the reply will try that next time but for now i have restored it to a previous date and it seems to be fine.
I think when i copied the .pst files from the hard drive to an external drive I may have deleted it although note sure what happened but now I seem to have the outlook 2003 restored to all the 4 users of the same computer

I installed office 2007 as an upgrade from 2003 to get the new functionaily and to see how to resolve all of the issues that others were having (since I am in an I.T. role).
Just for the record Office 2007 brought my computer to its knees. Dual core 2.8 GHZ with 2GB or RAM. It checked for messages and updated folders so often that it would try new ones before it was completed with a prior task. Opening any email caused me to wait for 4-8 seconds EVERY TIME. not only that, but since Outlook is so intrusive and such a resource hog, every time it tried to update a folder or check the server for some reason, my entire computer was frozen, until the all might outlook was done. Then just for good measure it would start the process over again!
I reverted back to Outlook 2003 and started receiving the error “An OLE registration error occurred. The program is not correctly installed. Run setup again for the program. ”

I had faced this problem in Feb09 whenBrett’s solution helped me. Today, for some reason, I used “Detect and Repair” under help of WORD 2003. The problem recurred. Used Brett’s solution. Now the Outlook 2003 is okay. Brett, thanks, again.

This site was extremely helpful. I had the same problem as others – I had Office 2003, upgraded to Office 2007, and when I went back to 2003 after removing both and re-installing 2003 I was getting the OLE errors when I hit send/recv. I tried the “RUN” command (Regsvr32.exe %Windir%\System32\Ole32.dll) but that did not work. Someone suggested checking and unchecking the offline file under send/recv options and that did the trick.

@Brad – had the EXACT same problem and ditto to everything you just said. Office 2007 is HORRIBLE. I am no a Microsoft basher by any means, but man 2007 is a total joke. It is super super slow, the UI is horrible and I had to downgrade back to 2003 to keep my sanity. Solved the same Outlook problem with your fix. Thanks!

I am having the OLE error as well, but only in conjuction with Contacts. If I try to add a contact to my contacts list, or if I try to modify an existing contact, I SOMETIMES get the OLE error.
I have done the repair/reinstall and have deleted the contents of the outlook folder under Documents and Settings\Username\application data\microsoft. I also ran the regsvr32 %WINDIR%\system32\ole32.dll all to no avail.
Mose of the references I see in regard to this error are in conjuction with sending and/or receiving emails. I have had no problems in that regard.
Are there any solutions out there that I am missing?
